Rubidium understands how environmental services can significantly impact our Clients decisions during the planning phase of land development projects. Rubidium’s environmental services enable our Planning and Land Development Clients to assess areas of potential environmental concern and identify any areas of environmental risk that may pose an issue on the development site or to the surrounding area depending on the proposed development use.
Phase One and Two Environmental Site Assessments
Rubidium can assist Planners and Land Developers by conducting Phase One ESAs or Phase Two ESAs for property acquisition, financing, and development approval purposes. The ESAs will allow us to establish whether there are any areas of potential environmental concern on the Site, collect samples of soil and/or ground water for laboratory analyses, identify the extent of potential contaminants of concern (if any), and prepare a report of findings.
If an ESA is required for financing or development approval purposes, Rubidium can also provide a Letter of Reliance to the appropriate financial institution or governing body, at the request of the Client. This will allow the lender and/or governing body to rely on the details provided in Rubidium’s ESA reports and allow the third parties to adequately assess the level of environmental risk associated with the property prior to approving the loan or development approval. Rubidium is pre- approved with all major financial institutions.
Site Remediation
Rubidium can assist Planners and Land Developers by completing Site Remediation in order to remediate any previously identified soil and/or ground water impacts and bring the Site back to compliance with the appropriate Site Condition Standards. Rubidium will present you with a cost-effective remedial solution that will take your project deadlines into consideration. The Site Remediation program will include oversight of all environmental contractors, verification sampling of the impacted material, along with turnkey project management of all involved parties (i.e., subcontractors). Rubidium will also take into consideration the location of any proposed buildings and design a remedial action plan that is based on future development activities. This would include conducting remediation during the excavation of underground parking levels.
Record of Site Condition
Rubidium can assist Planners and Land Developers by filing a Record of Site Condition with the Ministry of Environment, Conservation and Parks (MOECP) on their behalf upon the successful completion of a Phase One ESA, Phase Two ESA, and Site Remediation (if required). A Record of Site Condition is required by all municipalities during the development approval process, should a By-Law Amendment, Site Plan Control, Subdivision Plan, or Building Permit be required. A Record of Site Condition allows the Owner of the property to demonstrate that the property obtains no environmental liabilities and is deemed safe for the proposed land use.
Underground Storage Tank Removals
Rubidium can assist Planners and Land Developers by completing Underground Storage Tank Removals. Rubidium advises all land development Clients to conduct underground storage tank removals during any remediation activities (if required) in order to achieve lower costs and met constraining timelines. Rubidium will support the underground storage tank removal process by overseeing all activities completed by an environmental contractor during the tank removal and conducting a verification sampling program to verify that all remaining soil meets the applicable Site Condition Standards. If ground water is encountered during the tank removal, a ground water sampling program may be required.
Designated Substance Surveys
Rubidium can assist Planners and Land Developers by conducting Designated Substance Surveys (including Asbestos) for any building demolition activities. Any contractor retained to demolish a building that was constructed prior to 1990 will request the owner to provide a Designated Substance Survey in order to determine the areas of hazardous materials and the risks associated with building demolition activities, and to determine disposal costs of any hazardous materials.
Land Use Compatibility Assessments
Rubidium can assist Planners and Land Developers by assessing the potential impact of the property’s proposed operations on the neighbouring sensitive receptors, including dust, odour, noise, and vibration. Rubidium can help determine if the land of interest is suitable for the Clients proposed use or operations by reducing the risk of implementing costly mitigation measures and by verifying that the surrounding sensitive receptors are not impacted by the proposed operations that will be occurring at the property of interest. These assessments are conducted in accordance to the D6 Guidelines.
