Certificates of Property Use (CPU) are issued to land owners from the Ministry of the Environment, Conservation, and Parks (MECP), previously the Ministry of the Environment and Climate Change (MOECC), to operate on a land with environmental risk as part of a Record of Site Condition (RSC).

Following the submission of a Phase 1 and 2 Environmental Site Assessment (ESA), as well as a Risk Assessment (RA), the Ministry may issue the Certificate of Property Use (CPU). This Certificate of Property Use (CPU) establishes Director Requirements to reduce the risk posed to the environment and human health, including Risk Management Measures such as Air Monitoring, Groundwater Monitoring, Record-Keeping, and the Preparation of Reports for Notification to the Ministry.
